In a notice published Friday, the National Marine Fisheries Service said it had awarded permits to five marine contractors to survey waters between northern Delaware and Central Florida in search of oil and gas. Earlier this year, Interior Secretary Ryan Zinke announced the administration was considering expanding offshore drilling beyond the Gulf of Mexico and Alaska to all U.S. coastlines as a means toward what President Donald Trump calls American "energy dominance." GULF MAMMALS: Efforts to protect whales could affect oil exploration in the Gulf But along the Atlantic seaboard, Trump has faced stiff opposition from Democratic and Republican governors alike, who worry offshore drilling could drive away tourists that flock to the region's beaches. The announcement immediately drew condemnation from environmental groups, which said they were considering legal action to block the surveying. "This is just a great example of the Trump administration turning its back on communities like South Carolina that have expressed such strong opposition," said Catherine Wannamaker, senior attorney with the Southern Environmental Law Center. "Obviously the administration has not gotten the message, or they don't care." The announcement comes as a step forward for an offshore oil and gas industry that failed to persuade the Obama administration to allow drilling in the Atlantic and Arctic Oceans. Randall Luthi, president of the National Offshore Industries Association, urged federal regulators not to fall prey to "unsupported hyperbolic fearmongering currently being slung by groups opposed to the development of any fossil fuels anywhere." "The surveys will be completed under strict mitigation measures to reduce impacts on marine mammals, and coastal communities will not see any impact to fishing, recreational opportunities or commercial operations as a result of the surveys," he said in a statement. Seismic testing is carried out through the use of high-pressure air guns, which shoot sonic waves into the ocean floor. When those waves bounce back to the surface, they are recorded and analyzed to form seismic maps of what lies beneath the ocean floor. Scientists have long raised concern that seismic testing and other loud noises from ships disrupt the lives of marine life, including baleen whales and the North Atlantic right whale.
