Officialdom in these under-developed countries often likes to show who's boss and may string out clearance to restart for as long as they reasonably (or even unreasonably) can and extract the maximum 'advantage' for 'expediting' the process. My view is roughly as dvsfm above and if we get a further dip in the mean time it can be viewed as an opportunity. | boadicea | |
