Peter, it boils down to money. There are many issues that are dependent on the granting of the licence. Once the licence is granted these issues can move forward at pace but until that point, the priority for the company is cash conservation.

Talking of seismic surveys, I haven't heard anything about how Tethys is getting along with theirs. Apart from it'll be completed in 2025, I believe that must have been announced about 2yrs ago. Maybe longer.

Kazakhstan has reduced it's 2024 forecasts for oil production down from 90.3 million tonnes last year to 88.4 million tonnes this year. There are plans to boost production to 100 million tonnes by 2026.
In addition KazMunayGas aims to boost gas production by doing seismic testing at 5 underdeveloped areas in western Kazakhstan in areas not far from Tethys existing and new licences.
There is every reason to believe that Tethys licence will be granted and in a timely manner.

Consider further why a man with such huge influence and fingers in so many pies would be interested in taking such a large stake in lowly Tethys were it not for its growth potential from such a low point.

Regarding Rakishev he has worked at KazTransGas, where he eventually became Deputy General Director of Marketing and Commerce. He went on to serve as Marketing Director of Intergas Central Asia CJSC and as First Deputy General Director of KazMunayGas (Kazakhstan’s state-owned oil & gas company and the largest oil & gas company in Central Asia).
Consider for a moment just how important his connections with KazMunayGas are at the moment with Tethys negotiating access to their international pipelines and in future growth plans. This guy can open doors with his contacts and influence and that's exactly what Tethys needs right now.

At least there is some info about the guy. When Oilysoul forced their way into Tethys there was nothing on the internet about them which was always a bit sussy.

The man is a wealthy entrepreneur.....and a relatively impatient one ...... so, having him join the shareholders register with such a large holding, I would consider to be a very welcome development were I a fellow shareholder.

There are two ways this could go.
Tethys could grow organically, which would be fine as it would be growing from such a low point that the returns would be substantial.
Secondly it could be used as a growth vehicle for Rakishev. Given what I know of this man I would suspect the latter.
