The deal still has to be signed off by the government hence why the market isn't pricing it any higher. No one (and highly likely this includes SDX) knows how much they will get paid, and when. This all rests on them striking gold in the latest drilling program - either that or partnering with a major backer allowing them to grow organically (which will not be a quick fix to the share price).
