NEW YORK: Malaysia has asked the United Nations Security Council to set up an international tribunal to prosecute those suspected of downing a passenger airliner last year in eastern Ukraine, but Russia dismissed the move on Thursday.

Malaysia, a member of the 15-member council, distributed a draft resolution late on Wednesday, which it hoped could be adopted later this month, diplomats said.

It is a joint proposal by Malaysia, Australia, the Netherlands, Belgium and Ukraine.

Malaysia Airlines Flight MH17 was shot down in July 2014 with 298 passengers on board, two-thirds of them Dutch. It crashed in Ukrainian territory held by Russian-backed separatists.

"I don't see any future for" this resolution, Russian UN Ambassador Vitaly Churkin said in a statement translated from Russian. "Unfortunately, it seems that this is an attempt to organise a grandiose, political show, which only damages efforts to find the guilty parties."

Russia is a veto-wielding permanent member on the 15-member council - along with France, Britain, China and the United States - and therefore it the option of blocking the proposal if it is put to a vote.

Chancellor George Osborne will today put housebuilding at the centre of his plans to reverse Britain’s poor rates of productivity.

Alongside business secretary Sajid Javid, Osborne will argue that “sweeping new changes to planning laws” can boost productivity by allowing people to live – and businesses to be located – in more efficient areas.

The plans include a so-called zonal system to give “automatic planning permission on all suitable brownfield sites,” a move aimed at speeding up the development of disused land.

The government will also punish local authorities that fail to make planning decisions on time, and work with the Mayor of London to make it easier to build extensions in the capital.

The measures will also require higher-density development around key commuter hubs.

“The reforms we made to the planning system in the last parliament have started to improve the situation: planning permissions and housing starts are at a seven-year high,” Osborne said.

“But we need to go further and I am not prepared to stand by when people who want to get on the housing ladder can’t do so,” he added in a statement released last night ahead of the launch of the productivity plan in Birmingham today.

The measures form part of a 90-print blueprint – in effect the second half of this week’s Budget – that also includes proposals on higher education, transport and trade.

Jeremy Blackburn, head of policy at the Royal Institute for Chartered Surveyors said introducing measures to boost productivity through planning was “a forward step in guaranteeing property led growth.”

“While these new measures build on the National Planning Policy Framework and are welcome, the system needs to really pick up speed in order to deliver the vibrant property sector on which the success of our economy depends.”

The US has clearly lost patience with the Europeans is now bringing its huge diplomatic power to bear, fearing that mistakes in Greece could lead to a geostrategic fiasco and serious damage to the Nato alliance.

Initial jobless claims have surged almost 30k in the last 2 weeks and are nearing the Maginot Line of 300k (printing 297k vs 285k exp).  This is the worst claims print since mid-Feb and well above the levels that occurred at the end of QE3. Of course, some will claim that there are likely holiday distortions in this data.

At the same time, continuing claims continue to rise quite notably, now at their highest since mid-March having missed expectations for the last 7 weeks.
