London — The UK's newest upstream oil and gas operator, Harbour Energy, is on the look-out for acquisitions as it looks to build a "material" offshore position in at least one region beyond the North Sea, CEO Linda Cook said on the first day of trading in the company's shares, April 1.

In a call with investors, Cook reiterated that Harbour expects production from its existing portfolio of around 200,000 b/d of oil equivalent this year, putting it among the top North Sea producers, and forecast capital expenditure of just over $1 billion in 2021.

While Harbour, created out of UK-based Chrysaor and Premier Oil, derives most of its production from the North Sea, Cook said the goal was to build a company akin to international upstream producers that had subsequently retrenched to the US or been taken over; Anadarko, BG Group, Noble Energy, Apache and Marathon Oil were among those she cited as examples.

Cook noted that Harbour will initially evaluate two sizeable investment opportunities already in its portfolio, the Zama discovery offshore Mexico and the Sea Lion discovery offshore the Falkland Islands, and said she did not rule out further North Sea acquisitions, either in Norway or the UK.

"We've built a mid-sized independent global oil and gas company over the past four years starting from scratch and now see the opportunity to replicate that success in other regions around the world," she said, going on to cite estimates that up to $80 billion of oil and gas assets could become available for purchase globally in the near-to-mid-term.

"We have a great portfolio in the UK, but as the largest oil and gas producer there, it's really not practical for us to look at that region as our only source of growth going forward."

"The good news is that we do have some really high-quality embedded growth opportunities on the organic side in the portfolio, but also the pipeline of inorganic opportunities is maybe better than ever. Our focus when it comes to M&A will be on material, high-quality conventional offshore production with embedded growth opportunities, robust margins and positive cash flow," Cook said.

Harbour Energy was created out of a merger of private equity-backed North Sea operator Chrysaor and smaller UK-based upstream company Premier Oil as the latter struggled with high debt levels in the wake of last year's oil price collapse. Chrysaor had grown its asset base by buying North Sea assets first from Shell and then US upstream company ConocoPhillips as the latter exited the UK upstream.

International opportunities
The international component of Harbour's portfolio derives from Premier, which had production offshore Indonesia and Vietnam and participated in the Mexican Zama discovery, estimated at up to 1 billion barrels. Premier also brought a 60% stake in Sea Lion, which was first discovered by Rockhopper Exploration in 2010 and holds an estimated 1.7 billion barrels of oil "in place." Sea Lion is viewed as challenging partly due to its remoteness from the industry's supply chain and due to political sensitivities around the Falkland Islands, which are claimed by Argentina.

On the outlook for Zama and Sea Lion, Cook said: "We're going to take our time to really understand those two big projects, get our minds around what updated capex estimates might be after we've gone through this year of COVID -- we want to make sure we have refreshed estimates."

Cook went on to say that, with no near-term debt maturities and a net debt of $2.9 billion, "this leaves us pretty well positioned to fund both growth and shareholder returns."

The company also underlined plans to achieve net-zero emissions from its operations by 2035, and its role in a number of carbon capture and storage projects in the UK.

Share price has held well this week considering the timescale for significant news is still unknown.

Started the week at 10.98p and finished the week at 10.82p. That's another red week down slightly by 1.46%. We did manage to reach 11.64p probably on speculation of something more substantial in the OM update RNS.

Potential now for it to drip down like this week until news rumours rear their heads again. The National is a little more tempting at the moment, at least it will be a little more exciting lol.

She states there is no FID coming at us really quickly and wants to estimate the level of Govt support .They are in the early stages of understanding Sealion and is had to compete with capital against other projects .They are waiting to see what projects the Govt may back .Not rocket science, they don't even know themselves how does anyone on here know lol .
