What are floating LNG terminals and are there any plans to install them in Ireland? – The Irish Times

Russian President Vladimir Putin’s war on Ukraine and his militarization of gas supply has prompted several European countries to seek temporary floating liquefied natural gas (LNG) terminals to ensure they can keep the lights on. this winter.

Ireland, although less dependent on Russian gas, is reviewing its security of supply. There has been reluctance in the government, mainly led by the Green Party, to adopt LNG due to fears that some of the gas will be extracted through the controversial and environmentally damaging practice of hydraulic fracturing. A proposal by a private developer, New Fortress, to build a permanent LNG terminal on the River Shannon is backed by some in Fine Gael but opposed by the Greens.

Other proposals for floating storage and regasification units (FSRUs), similar to those introduced in a number of EU countries, have been abandoned or received little government encouragement. FSRUs are large vessels that can store LNG and convert it from liquid to gas and can be connected to gas pipelines in ports.

Germany, heavily dependent on Russian gas, has chartered five of the roughly 50 existing FSRU vessels and plans to spend up to 3 billion euros on floating terminals over the next decade.

There were proposals for an FSRU at the Port of Cork put forward by a company called Next Decade, but these plans never materialized.

The S&P Global Commodities Insights website reported in January 2021 that the company had decided to put development on the project on hold, according to executive Patrick Hughes, “due to heightened uncertainty in Ireland’s evolving policies regarding the ‘import of LNG’.

The managing director of Mag Mell Energy, which has proposed another LNG project involving FSRUs that would use existing pipeline infrastructure on the spent Kinsale gas field, said his company had been “blocked” by the government.

Paul Griffiths said there had been ‘no proper engagement’ from the Department of the Environment regarding his plans. His company said the potential decommissioning of the Kinsale pipeline should be taken off the table and wants government buy-in to its LNG proposal.

Mr Griffiths suggested that had the project been implemented when it was first proposed in 2020, “this winter’s energy emergency and price inflation could at least have been ameliorated”.

In response to Mr. Griffith’s comments, a ministry spokesperson said there would be a public comment period as part of the energy security review, and that this would provide stakeholders with an opportunity to put forward their points of view. He said a May 2021 government policy statement on fractured gas explained how, pending the outcome of the review, “it would not be appropriate for the development of LNG terminals in Ireland”.

Mr Griffiths expressed frustration with the policy, saying his project would not use fractured gas.

The Department of the Environment explained how requests related to the decommissioning of Kinsale infrastructure were being considered, including leaving the pipelines in place.

A spokeswoman for Minister Eamon Ryan said it would be best to wait for the Energy Security Review to be released next week when asked if Mr Ryan would allow the use of LNG or FSRUs in the future.

She said the term LNG only refers to how a gas can be stored in liquid form. Mr Ryan had previously said state-owned storage capacity should be available to the Irish in the event of a supply disruption.

On Wednesday, Tánaiste and Fine Gael leader Leo Varadkar called the Green Party’s position on LNG “more nuanced” than how it is sometimes portrayed. He said Ireland was ‘in a relatively good position when it comes to gas security’.

“We have gas from Corrib off Mayo and we have two interconnectors from the UK,” he said.

However, he noted that the Corrib field was running out and said “you never know what might happen to pipelines coming from the UK”.

“So to me it would make sense to have an additional source of supply, to have LNG gas storage, to have another way to get gas to the island,” he added. .
