From what I can make out the Publication of the Final Tender Protocol and Definitive Model Contract was done yesterday (4th April) and if we are bidding (which I hope we are!) the submission of Bid Bonds have to be made by the 18th April. The value of each Bid Bond is $5,000,000. The submission of bids for round 5+ is 28-29 April and round 6 is 1-2 May with documents submitted by the winning bidders on the 16th May. Clearly PET has not got that kind of dough - so submitting a bid with the reference to a bond - "we don't actually have it " is going to tell the Iraqi's everything they need to know....
