No advice intended, but it looks to me as though this means they are going for a proper listing of the New Shares on Nasdaq, which means aiui that the New Shares would be a qualifying investment for ISA purposes. It would still be up to individual ISA providers as to whether they allow the shares to be held in their particular ISA (e.g. some might not allow shares not listed in the UK).

Hopefully this will be made explicit one way or the other in the circular. If they are going to be qualifying investments for ISA purposes then you may need to lobby your provider to make trading in them available on their ISA platform.
