Having announced that this deal is going to be part of the 'One belt, one road' initiative driven by President Xi Jinping himself, I would say that SEP are now in right up to the neck and will have to pay whatever it takes.

The fact that it took nearly 15 months to report this progress may suggest some tough negotiations gone on in the background where NCCL didn't want to sell out cheaply and then posited the suggestion to SEP they could also do it alone yet in the end SEP decided they didn't want to be out. The final result will be interesting to read, but would think there should be plenty of upside from here. At least we know now things are moving on.

412069 - I also think a buyout by SEP is very likely. However, I think NCCL management would hold out for covering retrospective costs of several tens of millions of dollars. Which suggests to me they probably wouldn't settle for less than 20p or 30p/share. Which in any case is only a drop in the ocean to SEP.

31th December was the last day of the extension period, so they had to RNS SEP's board meeting announcement that they were serious and willing to sign the deal.
Which now has given enough time cross the t's and dot the I's
