U.S. aid chief says emergency food in Ethiopia's Tigray to run out this week

AUGUST 20, 2021

NAIROBI - For the first time in nine months of war in Ethiopia's Tigray region, aid workers will run out of food this week to deliver to millions of people who are going hungry, the head of the U.S. government's humanitarian agency said, blaming the government for restricting access.

"USAID and its partners as well as other humanitarian organizations have depleted their stores of food items warehoused in Tigray," Samantha Power, head of the U.S. Agency for International Development (USAID), said in a statement late on Thursday.

"People in Tigray are starving with up to 900,000 in famine conditions and more than five million in desperate need of humanitarian assistance," Power said. "This shortage is not because food is unavailable, but because the Ethiopian Government is obstructing humanitarian aid and personnel, including land convoys and air access."

"As for USA foreign policy do not even get me started delta."

agree... but like it or not.. USA is the dominant power by far. Their defence budget alone is 20% of our GDP (USA : c$900b compared to UK defence budget c$60b).

The $ is world currency - commodities are traded in that currency. Where do you think all these despots and foreign leaders put their money ? They dont invest it in their own country, they put it in US financial institutions. Look at Burma, US froze assets of its leaders - where they put all their ill gotten cash.

these dodgy corrupt leaders dont even have confidence in their own countries and syphon funds offshore, safe harbour countries. So you can appreciate if stake holders are hesitating to sign on the dotted line until they see clear signs of the USA being less hostile.

Although tbf, it looks to have made no difference whether you were in or out of this shower over the weekend.

Well guess harry and kefi have to be neutral but sorry…

USA position shifting Samantha powers has urged the rebels to withdraw from the regions it has invaded though there is some suggestion that it is due to rebels now losing

USA has lost a lot of credibility anyway recently and has a history of supporting the TPLF losing even more credibility with accounts of food aid ending up feeding the rebel army (though that was pretty inevitable).

Rebels could have agreed to a ceasefire rather than invade other parts of Ethiopia then food supplies could have got through with no problem to Tigray and no one else would have been displaced, instead they threatened the government and gave the impression of wanting to takeover the whole country.

As for things getting worse think the rebels have shortened the conflict with numerous fronts over stretching themselves, fighting on the enemy home turf and uniting most of Ethiopia against them.

Expect them to be rolled back into Tigray and start asking for or declaring a ceasefire themselves, once it sinks in how they have really stuffed up (stuffed polite replacement for original word).

As for USA foreign policy do not even get me started delta.

2/3s of Africa have death droughts, i hope they are aware of the irony of the malevolence to rain water,

Google
Generally the best time to visit is between October and June, when it is the dry season. Rains tend to stop in early October, meaning afterwards the highlands are lush and green – perfect for trekking amongst pretty wildflowers that have sprung up. Be sure to bring a sweater all year round due to Ethiopia's elevation.

The rain season is not a good time to do works on site or relocate the families. Accordingly, there is less urgency, or could be less urgency, in finalisation of the bits of paper.

The changed structure of the funding suggests that there has been a lot of negotiation behind the scenes. Local involvement has vaccilated now for over a year but now seems to be finally decided judging by the tone of the RNS and the decision to release details of the structure without gaping holes to be filled.

Another change is the budgeting beyond first production to commencement of development of the underground mine, which necessarily will not take place before the ore above the intended underground mine has been mined. Previously, it was assumed that the capital cost would be funded out of free cash flow and it most probably will be. However, it seems that the cash flow model needed to be beefed up with an availibility of some capital and it may have been a requirement of one or more of the debt facility providers. There was, no doubt, 'an exchange' on how much of the cash that will be generated from the opencast mine will be available to fund the development of the underground mine and one assumes that they had to accept that removal of the ore overlay would necessarily generate cash before that development could take place.

So they have not been swivelling around looking in different directions from an unchanged position. I can't see any reason why the company would wish to secure funding of the development of the underground mine at this stage when the cash flow model will disclose them drowning in cash by the time that they can commence development of the underground mine. It sounds as though that additional funding requirement was imposed on them.

The suggestion in the RNS is that these types of difficult issues have now been resolved.

"the recent instability in Ethiopia meant that certain locally-owned parties were able to commit faster than a foreign-owned investor and also better support social licencing."

this is only part of the reason. I have been told potential stakeholders are still at the Letter of intent stage and not moved forward because of the conflict with Tigray and the USA initiating sanctions (see MAY 27 2021 FT). Since then the situation has gone markedly worse for nearly 400,000 civilians who are on the verge of experiencing a famine. US has only last week ratchetd up the accusation against Abiy and his government, accusing his government of blocking aid (US accuses Abiy's government of blocking aid - 21 Aug BBC). The fear for potential stake holders is USA extending sanctions to include more sectors.

Maybe the initial funding will be used to rehome the locals? Can't be parting with any money before it is needed eh!! Besides it never rains but pours when it comes to lack of progress here.

Well good luck Katsy anyway.

From Kefi Website Q and A section.

Why does the % TKGM that KEFI expects to own change from time to time?
The various factors that we need to balance are as follows:

we provide guidance as we progress, rather than to say nothing until it is done;
raising the bulk of $356 million with minimal equity dilution by forming a syndicate of a dozen parties means there are moving parts pending closing; and
the recent instability in Ethiopia meant that certain locally-owned parties were able to commit faster than a foreign-owned investor and also better support social licencing.

Something should drop at the mining down under conference Kefi did produce a video before. Aviator harry hardily likely to go round waving bits of paper in the midst of finalising the deal with the consortium. Do not want harry to get of a plane promising peace in our time just a mine built in our time ;-)

Katsy get the impression the mining ministry has placed a lot of emphasis on artisanal mining, cracking down on corruption and opening gold centres. Foreign mining companies are a bit of a harder sell politically probably some suspicion due to behaviour of some foreign miners in Africa.
