How can a company be listed when 82.66% of the shares are owned by one Company / individual?

Let alone here where that individual is the CEO - it should delist and be the private plaything he obviously wants it to be.

It's 130p a share, at 10.4p EPS that makes it around a 12 PER not 8 and at 28p
that makes it PER of near 5 not 3
