15/6/2015 10:34 | Cuadrilla is set to be given the green light by planners to start fracking on one of its sites between Blackpool and Preston, but a separate bid to start fracking nearby has been recommended for refusal. Lancashire County Council's planning officers have advised the planning committee to approve the company's bid to frack at Preston New Road in Little Plumpton, but its plans for another site at Roseacre Wood in Roseacre should be rejected because they would cause too much traffic. The Preston New Road decision is the first time fracking has been recommended for approval in the UK. However, the site at Roseacre Wood has been recommended for refusal because it would "generate an increase in traffic, particularly HGV movements, that would result in an unacceptable impact on the rural highway network and on existing road users, particularly vulnerable road users and a reduction in overall highway safety that would be severe". However, it has been given permission to undertake monitoring works at this site. The applications relating to the Little Plumpton site will be decided at meetings on Tuesday, 23 June and Wednesday, 24 June, while those relating to the Roseacre Wood site will be determined on Thursday, 25 June and Friday, 26 June. Cuadrilla's efforts to start fracking in Lancashire have been subject to multiple delays. In January 2015, a report prepared for Lancashire County Council's planning committee recommended that Cuadrilla's applications should be refused amid concerns about the potential noise and traffic impact. Lancashire County Council's development control committee then agreed to defer its planning decision following a request by the business to consider additional information. Schlumberger estimates the total Oil in Place (OIP) for the Jurassic interval at 271.4 mm bbls per sq. mile, of which the Upper Portland Sand reservoir comprises 16.2 mm bbls per sq. mile for the Upper Portland Sand reservoir discovery, with the rest of the 255.2 mm bbls per sq. mile spread across the Kimmeridge, Oxford Clay and Lias intervals. We note that today’s assessment from Schlumberger of 255.2 mm bbls per sq mile (i.e. excluding the Upper Portland Sandstone reservoir) is ahead of Nutech’s assessment, announced on 9 April, which estimated a total oil in place (OIP) of 158mm bbls per sq. mile. However we caution that these assessments by Schlumberger today, and Nutech prior, refer to estimated OIP volumes based on petrophysical analysis and cannot and should not be interpreted as discovered reserves or resources. Our Target Price and rating was made redundant by Nutech’s analysis announced in April and was subsequently moved to Under Review. We have updated our risked Net Asset Valuation (NAV) to factor in Schlumberger’s assessment. We estimate 25 mm bbls at discovered 2P level (5.2 mm bbls net to UKOG) across the entire Horse Hill asset.
