ERBIL (Kurdistan24) – Col Myles B Caggins III, the spokesperson for APIKUR, on Sunday told Kurdistan24 that “the central government in Iraq must execute a budget for the people of the Kurdistan Region. APIKUR is trying to inform the White House and the US Congress of the importance of having a strong energy sector in the Kurdistan region.”

Regarding the recent Duhok flash floods, the spokesperson revealed that tomorrow HKN Energy – one of the APIKUR member companies – will donate 18 trucks of relief supplies to the people of Duhok.

“At APIKUR we believe that the [Iraqi] prime minister's visit to Washington DC will be the best opportunity for him to make a decision to restore full oil production and exports from the Kurdistan region,” Caggins III stated.

He also said that the region has forces from neighboring countries who are influential in Baghdad’s politics and the Iraqi Federal Supreme Court but “this is a chance for Prime Minister Sudani to show that he is leading a sovereign nation and political leaders to restore oil exports."

“The oil that was flowing through the Iraq-Turkey pipeline and exported out of Ceyhan Port was 0.4% of the world's oil, 450,000 barrels every day," the APIKUR official added and noted “at APIKUR we believe it is important for Kurdistan produced oil to be in the global markets instead of having illegal oil from Russia and Iran being sold at low prices across the world.”

He concluded by emphasizing that "there are groups inside and outside of Iraq who want to keep the Kurdistan region from having a strong economy. We in American English call this jealousy. As the Kurdistan region has begun to have prosperity and there are beautiful buildings and there's more international investment, I think there's jealousy from people in Baghdad who do not want the Kurdistan region to be strong.”

He's been meeting with Brett McGurk who no doubt will have been bending his ear about the cavalier attitude of the so called Supreme Court to the Iraqi Constitution that he was instrumental in writing.

"In January 2004, McGurk acted as legal advisor to both the Coalition Provisional Authority (CPA) and the United States ambassador in Baghdad. During his tenure in Baghdad, McGurk helped draft Iraq's constitution, the Transitional Administrative Law, and oversaw the legal transition from the CPA to an Interim Iraqi Government led by Prime Minister Ayad Allawi."

On March 25, 2023, after the complaint of the Iraqi Government, the export of oil from the Kurdistan Region to Ceyhan Port was stopped by the decision of the Paris Arbitration Court. The application was made when Heyder Abadi was the prime minister.

Ebadi on the question "Was the purpose of this complaint to get the Kurdistan Region into the current problem of oil export?" said:

"Of course not. In fact, our goal was to put pressure on the Turks and our brothers in the Kurdistan Region to come to an agreement."

Ebadi also pointed out that the content of the agreement between Turkey and the Kurdistan Region on the export of oil, which he calls "the oil of all Iraqis", is not clear for them and announced:

"We have the right to know what is the content of the agreement between Turkey and the Kurdistan Region. I still insist on this. We tried to pressure them to make an agreement for the interests of our people, but they did not listen to us.

We had to put pressure on them through the court, but it ended without an agreement."

Ebadi informed that stopping the export of oil harms everyone and said:

"Now Iraq is deprived of oil revenue from the Kurdistan Region. He exported the oil that the Kurdistan Region used to meet its needs and used that money for the needs of the region, but this also stopped.

Therefore, the budget of the Kurdistan Region should be paid from the share of the Iraqi budget. Therefore, this was not a good result and it must be resolved, which now affects everyone."

The Paris Arbitration Court pointed out that according to the law, the Kurdistan Region has the right to extract, produce and export oil, but the Iraqi Oil Trading Company (SOMO) must be informed when loading oil at the ports.

"The sale of oil should be under the authority of the federal government"

Ebadi claimed that the oil export is not in SOMO's knowledge and said:

"She had no say in the process. That was the real problem, because the export of oil was supposed to be under the jurisdiction of the federal government. I say that was the problem."

In 2016, the Kurdistan Regional Government signed an agreement on transparency in the field of oil production and income with Deloitte Touche Tohmatsu, a world-renowned tax and accounting consulting company, and published monthly oil export reports to the public.

Ebadi emphasized that the export of oil should be carried out by SOMO from now on and stated that the number in the Kurdistan Region is not clear.

Ebadi also said:

"It should be clear where the income of Iraq's resources goes and where it is exported from. The Ministry of Petroleum, the Ministry of Finance and the Central Bank publish monthly reports on how much Iraqi oil was sent from southern ports, to whom it was sold and how much it cost.

It was not like that in the region. In order to solve this problem completely, the situation should be like this. In the Kurdistan Region, employees have the right to receive their salaries. The Kurdistan Region also has the right to manage its own affairs.

In fact, the Kurdistan Regional Government has extensive powers, but the sale of oil should be within the scope of the federal government's powers...

Re the big pipes running past Mosul I remember that they were written off so I am not trusting these reports that they are nearly ready to roll. Just more haggling pressure on the Kurds. I might try and find the report about it from 6 years ago or do.

I really don't think so - and even if it were so, America's interests no longer drive Iraq politics. As bigdog says, having your cake and eating it doesn't go down well in Baghdad and,despite what you may told otherwise, there is a growing view in the US that the corrupt Kurds need their wings clipped.

KRG being squeezed hard now from the North, and the South; the pidgeons are coming home to roost, you reap what you sow.
