It's not within the remit of a Finance Committee to get involved in and make decisions about what happens or doesn't happen in disputed territories.

If a Finance Committee had the authority to do things like that then it begs the question who is running the country, them or the government.

If the Finance Committee had the authority to rewrite the budget then why not just let them write it in the first place.

Budget drafts are signed off by Prime Ministers and their Ministers of Finance in this case those of the ICG and KRG, not MPs on a Finance Committee.

Khalil Doski, a member of the Finance Committee of the Iraqi Parliament: "There is nothing official about the agreement on Articles 13 and 14 of the budget bill."

On that last point it is the case that the agreement within the Finance Committee is not official as they are recommendations only which can be either accepted or rejected, and according to the Federal Court neither can paragraphs be added or deleted.
