Khalil Doski, a member of the Finance Committee of the Iraqi Parliament: "There is nothing official about the agreement on Articles 13 and 14 of the budget bill."

On that last point it is the case that the agreement within the Finance Committee is not official as they are recommendations only which can be either accepted or rejected, and according to the Federal Court neither can paragraphs be added or deleted.
