It's a word that contradicts your imaginery statement of fact that the Turks won't reopen the pipeline, a statement that the Iraqi government clearly disagrees with otherwise they wouldn't be using that word.

The local newspapers haven't said that the Turks have shown no interest, go back and read the quote, it says the "the Turks have shown no sign " there's a difference, the fact that there's been no sign sure as hell doesn't mean that there's no interest and that there isn't a hell of a lot going on behind the scenes.

And how many times have you been told that the negotiations re. the fines issue will be carried out by whoever wins the election, and that's why there has been silence from the Turks.
