The Finance Committee ends the review of 90% of the draft budget and a dispute over the share of the Kurdistan Region

"The Parliamentary Finance Committee has finished its discussion on 90% of the draft general budget law, and 10 parliamentarians, most of whom belong to Asaib Ahl al-Haq and Hezbollah, are seeking to make an amendment to Article 12 of the draft law and reduce the share of the Kurdistan Region in the budget. On the other hand, a member of the Iraqi Parliament for the Kurdistan Democratic Party, Vian Sabri, confirmed that there is a political agreement on the budget, and a promise was made to implement the agreement as it is.

The Parliamentary Finance Committee is busy finishing its reading of the country’s draft general budget law for the year 2023, which is scheduled to be decided this week and presented for a vote in the House of Representatives.

One of the most important amendments that some of the members of the Finance Committee seek to make, especially the Shiite representatives, is related to the articles and paragraphs related to the Kurdistan Region’s share, and they demand that “the Kurdistan Region hand over all its oil and non-oil imports to the federal government in Baghdad, to provide it with its financial dues.�

The Rudaw Media Network team went to meet the Shiite blocs in Parliament, which submitted a proposal to amend the articles and paragraphs related to the Kurdistan Region in the budget and collect signatures on it, but they showed another position during the conversation with Rudaw.

A member of the Iraqi Parliament for the State of Law Coalition, Dakhil Radi, confirmed to Rudaw Media Network that "there is no disagreement between the center and the region, and the share of the Kurdish brothers from the budget is guaranteed. For us as representatives of our regions, we do not object to that because this is an existing percentage, and the region's share is the same." The share of regions that are not organized in a region,â€ᦙ3; adding, “We want everyone to be fair, not to discriminate one side at the expense of another.â€ʏ33;

On the other hand, the Kurds insist on adhering to the text of the agreement concluded between Erbil and Baghdad, which was fixed in the draft budget law.

A member of the Iraqi Parliament representing the Kurdistan Democratic Party told Rudaw Media Network that "there are some deputies in the Finance Committee, in fact they are submitting proposals against the Kurdistan Region, but this matter has not been resolved yet, we see that the agreement concluded between the two governments, that temporary With oil, as well as related to the budget that will be voted on in Parliament, it must be implemented in accordance with the political agreement that takes place as it is, as it is included in Articles 12, 13, and 14 by the Iraqi government, and those articles must be passed as they are.

Rudaw learned that the Parliamentary Finance Committee has completed its reading and discussion of 90% of the 2023 budget bill, and what remains is to take a final position on the share of the Kurdistan Region, and this is scheduled to take place within the next two days."

We don't know why they walked out, you yourself posted this up:-

While Sanad did not clarify the cause of withdrawal, it ostensibly appeared as a protest against the meeting's resolutions, mirroring the regional perspective in objecting to these parliamentary amendments within the committee.

On the other hand, deputies from the KDP declined to comment on the decision."

According to this report that was posted up 5 days ago the dispute lies with Shiite factions that are still arguing about the Kurds share of the budget and has nothing to do with the latest proposal by SOMO to get Kurdish oil moving:-

Apparently Iraq uses some 850,000 barrels a day so if the Kurds supplied 500k of that then 500k barrels of Iraqi crude would then be available for export.

Why would Baghdad make that change? I thought they were ‘optimistic217; about the pipeline being reopened? Looks like this is going to drag on and on and on.

So if I'm reading that right, until the pipeline reopens SOMO wants the Kurds to go back into production to supply SOMO with crude that will then be used locally within Iraq.

And that would then free up Iraqi oil for export because as I understand it Iraq is currently exporting below it's OPEC quota.

Well that sounds like a pretty good temporary solution that will get the IOCs producing again and earning revenue.
