I believe they do yes. I think they want to go back to having all oil sold by them and they then give money to Kurdistan from the proceeds. The way the KRG are rolling over just now I think they will as well.

another post from VIA a guy that knows the regionThis is what we call generating leverage from thin air. Rather than get into the typical back and forth bluff/counter-bluff game, the Iraqi federal government is laying down its full hand up front and saying "checkmate, Kurdistan" and thereby beginning negotiation talks from a very strong place. The reason they can do this is because they have full backing from powerful neighbours Iran and Turkey, Saudi Arabia and Egypt being impartial, the US policy in the region in tatters, and Russia being relatively restrained with regard to internal Iraqi affairs (their declared red line is Erbil). I'm not one to enjoy tooting my horn, but I did predict this outcome when some here panicked with the outbreak of conflict between the Peshmerga and the federal government. My three predictions at the time were that there would be no breakout of hostilities beyond small skirmishes, that the Kurds would lose this round due to a lack of regional political support, and that Barzani would step down as a result of this. Instead, I saw this as the re-formation of power distribution in North Iraq following the vacuum collapse that I had been warning about since last year. Well, now that the chips have fallen as I forecast, where do we go from here? The room for negotiation is very tight. The Kurds still don't have any ammunition in this war of political struggle, so I assume that they will get a raw (new) deal regarding oil royalties. They will have wished they never said anything about autonomy. The central Iraqi government has big ambitions now, and has been energized by its recent "victory" in the North. They could not have asked for a better excuse to kick the Kurdish militias out of Kirkuk. So much so that some are now wondering whether Barzani was paid to purposely sabotage his people's movement with his bone-headed move. In any case, I don't see the oil flow stopping for very long. It is part of the negotiation process and once a revised deal is agreed upon (or enforced, depending on your perspective), I am guessing things will get back to normal on this front. Let us not forget that Iraq's ambitious 5mb/d target is a real one, and while they value political gains in the North, they will want to return to developing their energy complex. It is good for us oil bulls to have so much production remain off-line, but I would prefer to focus on the real bull cases such as China's production drops over the last year, and Venezuela's irreversible decline in production and exports.
