Max online offer seems to be for 50k at 113.99. Bid is at 112.3. For most of last week
one could buy 300k at a clip. So, one could be forgiven for thinking technical situation is improving. However, bid has dropped from 113.45 and 113.25 a bit earlier. MMs playing games.

There are 140mn of these in total. Probably, since they have no voting rights as such, there's no need for a holder to issue an announcement of a change.
