Unfortunately in Ukraine whoever pays the most wins the case. Hopefully the constitution court will put this to bed one way or another but they are also full of corrupt judges looking after their own interests as shown in their recent judgements. Easy money to be made in the judiciary.The odds are the license in question was acquired by paying someone off, you don't get your hands on licenses any other way. I'm from those neck of the woods and still follow anti corruption developments.
