02/7/2012 09:15 | In 2004 GDP grew by 4.5%, similar to 2003, and per capita GDP (in terms of purchasing power parity) amounting to an estimated US$4,600. Mineral contribution to export earnings has declined from 20% in 1980 to 2% in 2004. The Philippines mines gold (37,800 kg in 2003), silver (9,600 kg in 2003), copper (2003: 20,400 t), nickel ore (2003: 0.962 Mt), coal (2003: 2.03 Mt) and Cement (2003: 326,670 kg). The country also produces oil and gas. The Philippine government grants Mineral Production Sharing Agreements on condition that the mining activities are managed in a technically, financially, socially, culturally and environmentally responsible manner to enhance the national growth and welfare of the Philippines. The Department of Environment and Natural Resources requires an Environmental Clearance Certificate for any mining activity at a more advanced stage than mineral exploration. The ECC is issued by the DENR based on an Environmental Impact Statement prepared by the company in accordance with the procedures under the Environmental Impact Assessment System. A completed ecological profile of the proposed mining area is required as part of these procedures. The ECC is the basis for the Environmental Protection and Enhancement Program, which every party to an MPSA must undertake within the subject area of the MPSA. To implement an approved EPEP, an Annual Environment Protection and Enhancement Program is required to be submitted 30 days prior to the beginning of every calendar year. To ensure compliance with the APEP, mine site inspections and quarterly monitoring are conducted by the DENR and a multipartite monitoring team composed of local government units, host communities, any affected indigenous cultural communities, non-governmental organizations, the DENR and the company. The Philippines Department of the Environment and Natural Resources (DENR), in co-ordination with other relevant government agencies and the mining industry, is finalising a Minerals Action Plan (MAP) in an attempt to harmonise the laws of local governments with forestry and lands legislation, and the Indigenous People Rights Act (IPRA). The responsibilities for the environment will be separated from the DENR. In January 2004 the Philippine Supreme Court reached a decision that nullified some provisions in the 1995 Philippine Mining Act that allow 100% foreign equity in large mining projects (requiring an investment of more than US$50 million) through Financial and Technical Assistance Agreements (FTAAs). The Supreme Court also declared as null and void provisions in the Mining Act relating to Exploration Permits and Mineral Processing Permits. A recent law also gives the power of veto to indigenous people where a new mine is planned on ancestral lands. As of the end of December the government of the Philippines issued 762 mining rights, though, of the total land area of the Philippines, only 1,9% are held by mining rights. I read somwhere that a recent occurance of such was estimated to have cost one of the big boys about $2bn in lost revenue. I emailed cdc but no reply. 29/6/2012 09:32 | Whats taken the share price down from the Mid 20s to the 10p range? - In my humble opinion, two factors, Firstly the severe sell off in global markets and especially resource/commodity stocks due to the fear that slowing global growth in the BRICs and the issues in Europe will significantly curtail the demand for commodities. Secondly, the signficant decline in the copper price...and the associated sell off in virtually all copper focused mining and exploration stocks. ..there is a third factor but I dont think it applies to CDC (maybe it will this time next year if no developments occur on the Hinoba-an and Basay projects, unlikely!) and that is the contraction of the money markets and there ability to lend money to these resource stocks, funding is the life blood of most resource stocks and if this dries up so does potentially there ability to progress there projects...in a worst case scenario they cannot afford to run the business and have to close, which did indeed happen to some resource stocks during the bear market of 2008. I believe it is that simple. I apply the same logic to most resource stocks (unless obviously they have issues with the fundamentals of there projects). 29/6/2012 08:36 | I for one am obviously very interested and excited to see how the Basay project develops this year, management seem to be very confident that Basay will indeed prove to be a world class copper project...the drill results so far certainly indicate the potential. By the way a world class copper project would be worth 100s of millions of US$, as an example Marubeni paid in cash US$350 million to acquire a 30% share in Antofagastas Antucoya copper project, the project has proved and probable Ore Reserves of 642 million tonnes of 0.35% copper (using a cut-off grade of 0.21%). ..."The difference is 44,000 metres might take it to 500 million tonnes. With 60-80,000 we might make it to 1 billion tonnes - now that is a very large project. "How long we take to prove it up who knows? Cash and cash equivalents at year end of US$26,789,456 In the April presentation they mention, Cash balance*: £12.3 million = US$19.2m at current exchange rates. so between 1st Jan 2012 & April 2012 the company spent approximately, US$7.6m...now you would imagine most of this will have been spent on the developments (updated JORC & CTR) at Hionba-an (which are now complete) and the drilling at Basay, which has now been suspended to enable the evaluation of the data to catch up with the drilling.
