The key quote is this: "'Huge investment' is needed to resist energy shocks and guarantee future supply, Russia has said. Speaking at the opening of the G8 talks in Moscow, Russia's Energy Minister Viktor Khristenko said $17 trillion needed to be invested before 2030.". This kind of sum has been seen before in warnings by certain oil agencies as regards keeping up future oil production. Let's do the sums on this $17 trillion. Up to 2030 that averages $0.7 trillion per year over 19 years. Global production of oil was about 30 gigabarrels over the last year. Using the current price of about $60, that amount of oil would cost $1.8 trillion to buy. Clearly, Khristenko is envisaging much higher prices of oil to propel such an adventure in energy R&D and E&P as $0.7 trillion investment cannot be achieved by oil companies on sales of $1.8 trillion per year without killing the oil business stone dead. How much would it take? I suggest 4 or 5 times the current level of oil prices. I remember reading Kenneth Deffeyes who stated that oil majors spent on average about $1 billion per year on R&D. One billion is just over 1/10 of one percent of 0.7 trillion. Can you begin to imagine the enormity of the task the Russian Energy Minister was hinting at in his speech? Was Khristenko by stating such a preposterous number sending out the subtle signal that Peak Oil is upon us and its time to do something radical? The subliminal mesage is "We don't have $0.7 trillion per year to spend, so Peak Oil is a more imminent certainty." In fact, that date of 2030 has a familiar ring to it. As it turns out, it is the preferred ballpark year for Peak Oil that less pessimistic oil observers plump for. Unfortunately, at $0.7 trillion per annum, 2030 may as well be 2003. Did Khristenko expect anyone to take this number seriously or is the message understood by other G8 member nations? Let us put it another way, $0.7 trillion per year is about 1.5% of world GDP. If government takes about 30% in tax across the world (certainly true of the industrialised nations), then $0.7 trillion is about 5% of global tax revenues per annum. What exactly is government going to cut out of their budgets to accomodate this kind of spending? Will voters accept cuts in health and welfare spending to fund Peak Oil mitigation? Indeed, if Peak Oil arrives to early, that $0.7 trillion is going to see some serious inflation while real GDP drops across the world. If such a sum has to be spent, it has to be spent now while it still looks like an appreciably small slice of the world's wealth. If not, the slice will just get bigger and bigger while the pie continues to get smaller and smaller. | boite mobile | |
