The lawsuits were effectively realised in part by big tobacco coming to an agreement with US 46 states in the Tobacco Master Settlement Agreement:

Receipts by the states

States were to receive over $206 billion over 25 years:

Up-front payments – $12.742 billion.
Annual Payments, beginning April 15, 2000 – $183.177 billion estimated through 2025. 9 billion per year from 2018 into perpetuity.[19]
Strategic Contribution Fund, 2008–2017 – $8.61 billion.
National Foundation ($250 million over 10 years).
Public Education Fund (at least $1.45 billion 2000–2003).
State Enforcement Fund ($50 million, one-time payment).
National Association of Attorneys General ($1.5 billion over next 10 years).

I remember 20 years ago when i first bought BATS the multi billion lawsuit threats that were never realised. It goes with the territory and is why they are on such a low pe. You get compensated with a nice fat chunky yield.

Without personalising it,that's got to be the silliest comment ever. And I've seen some silly comments. His predecessor,a populist goon who caused untold misery certainly is higher up on that list.As Ben Graham might have said, you don't know your arm from your elbow.
But I digress.
The news here is,for now, mere noise.
However,as an investor who does due diligence,it will be anticipated within one of the many risks associated with owning tobacco stocks, which,of course is the very real regulatory risk associated with same.
Instead of falling into the all too human trap of accepting one's first notions as steadfast beliefs and then spending all one's time trying to defend them,it's much better to look upon 'beleifs' as bets about the future.Which, ideally, should be expressed in per cent age terms,ie,I'm 37% certain, etc. That way,you don't become hostage to initial due diligence.
All just my tuppence worth, about which I'm 64% certain!

Altria told CNBC: "Any action that the FDA takes must be based on science and evidence, and must consider the real-world consequences of such actions, including the growth of an illicit market and the impact of hundreds of thousands of jobs from the farm to local stores across the country."

Levels of nicotine in cigarettes to be reduced? Which means people will have to smoke more to get the same effect surely?

Guns don't kill people. The US police alone shot and killed over 1200 people last year alone and that's a small percentage of those killed by crime!
