They should draw a line under this fiasco and return what little is left to long suffering shareholders without delay.

Shell to Start Drilling Offshore French Guyana This Week -Report
PrintAlert
Shell (NYSE:RDSB)
Intraday Stock Chart
Today : Monday 25 June 2012
Shell France, a unit of Royal Dutch Shell PLC (RDSB), will as soon as this week start drilling exploration wells off the coasts of French Guyana that are believed to harbor promising oil reserves, its Chief Executive Patrick Romeo said in an advanced copy of an interview with professional weekly Bulletin de l'Industrie Petroliere, or BIP, to be released Tuesday.
The moves comes after the French government lifted the suspension of exploratory works in the region.
"Our priority is zero accident and maximum environmental protection," Mr. Romeo is quoted as saying. "Tests are made to be sure the equipment is efficient and we will start drilling only if we are satisfied in that matter," he said, adding drilling "should indeed start this week."
Last week, the French government initially suspended all permits to explore the region, as it plans to review the country's mining code to include the consultations with local authorities, stakeholders as well as stricter environmental protection regulations.
Drilling should last three months and Shell hopes to discover a reserve of at least 300 million of barrels of oil, Mr. Romeo said.
"The presence of oil has been proved, now the underground's geology must be understood to see if the resources are commercially exploitable," he said.
Shell will drill four exploration wells by June 2013 and then "we'll have a clearer picture," he said.

Shell Blindsided By French Halting Guyana Drilling

12:38 PM ET on Wednesday, June 13, 2012

-- Anglo-Dutch giant says it hasn't received official notice of French plan to cancel Guyana offshore permits
-- French Environment Minister says she is "starting again" with all Guyana offshore oil licenses
-- Shell, Total and Tullow have already started major exploration program in waters off French Guyana coast

By Alexis Flynn

Royal Dutch Shell PLC (RDSB.LN) said Wednesday it has yet to be officially notified of a French decision to suspend oil drilling in the waters off the coast of its overseas region of Guyana.

"We have not been officially informed of this action and have no comment at this time," said a Shell spokesman.

Earlier Wednesday, French Environment Minister Nicole Bricq said all oil exploration offshore French Guyana has been suspended until further notice.

"I am starting over again with all the licenses" for offshore oil exploration, Ms. Bricq told AFP. The environment ministry confirmed to Dow Jones Newswires that oil exploration drilling permits offshore French Guyana have been suspended pending the review of the French mining code.

Shell, along with partners Tullow Oil PLC (TLW.LN) and Total SA (TOT), have made significant discoveries in its license areas in the region, which geologists believe contains oil reservoirs that mirror those off the coast of West Africa.

Total wasn't immediately available to comment, while Tullow referred all questions to Shell as the operator.

My interpretation is that the dividend should be classed as a capital gain. I will report it as such if I sell saying they were issued at nil cost.
