Emailed a college in Sydney asked to get quote for base resources it’s AUD 0.29 cents
That equates to £0.15 3 pence
So we are not in sink with actual share price Australia

Look at it this way, the ISA wrapper shelters a UK investor from paying UK tax on income from their investments. It doesn't provide an exemption from all taxes due by the companies you invest in.

I'm not sure why you would think this tax can be reclaimed. The dividend was paid by Base Resources out of income that it had not paid tax on. 15% is the correct rate of tax under the Double Taxation Agreement between Australia and the UK. Why would the Australian government let us reclaim that tax? There is no double taxation here to reclaim.

Yes of course you can claim the withheld tax back. Google the Australian Tax Authorities for the form. They may ask you to obtain a Certificate of Residency, again obtainable online. Takes a few months but the system is there.

NTV - I'm not an expert but my best guess is probably no. The Australian authorities don't know (or care) that you are holding the stock in a (UK) tax free wrapper.
If you held the stock outside an ISA the withholding tax would be part of your overall tax paid and you might get some of it back depending on your circumstances.

Based on South Dune they only have a couple of years of reserves, but I expect that the South Dune resources will be mined too, there just may be some variation in grade. So realistically the South Dune will be mined until the end of FY24. In this time Kwale should generate over $250m Free Cashflow net of rehabilitation costs.

The North Dune doesn't have a PFS yet but I expect it to be positive given that the capex is so low, just moving the existing kit up the road. The problem is that the grade is much lower so I think it won't move the needle much. I think they would very much hope to find some high-grade resources in their prospective licenses and this would be a game-changer for Kwale.

Grade and volume is, of course, no issue at Toliara - likely to be 30+ years production at 5%+ hence why this really is a world-class resource.
