m1k:- Could it have been the small print was too convoluted for the under-educated council staff to understand? Or did the bank deliberately mislead them?
In the 1st case maybe “caveat emptor” would apply
In the latter possibly fraud –

As for the loans ....
I doubt they were forced to accept the conditions of the loans though.It takes two (generally ) to agree a contract , especially for a loan. You agree to the conditions or you don't .

If the loan conditions were onerous , why did the Councils enter into them ?

What can she do? it’s like boiling an egg,too hard & the soft boiled are up in arms,too soft & the hard boiled are kicking off, there’s only one egg,the country is split, the government is split, the parties are split & the EU are not inclined to help us at all, even I voted differently than my own brother regarding Brexit, not like PM MAY wants to wreck the country,who the hell would want her job,I respect she’s staying the course, her hair is completely grey now,she’s starting to toughen up a bit.
