New appointments

Elcom announces that yesterday Gregory King was appointed a director and
Executive Vice President of Business Development of the Company. Mr King (aged
53) has worked for Elcom since 1997 and will continue in his current role as
global head of the Company's sales and marketing functions. Mr King holds
options over 1,336,750 of the Company's common shares at exercise prices ranging
from US$0.08 per share to US$5.75 per share.

In addition the Company has appointed William Lock as Executive Vice President
with effect from 28 July 2006. Mr Lock (aged 48) owns and operates Practical
Strategies, a UK based consultancy practice specialising in mergers,
acquisitions and turnaround situations. William Richard Lock has no current
directorships and in the past five yeas has been a director of No. 1 Walthamstow
Limited, No. 1 Chingford Limited, No. 1 Chingford ESOP Limited, Howper 275
Limited, FK Holdings Limited and Kitchen Central Limited (Mr Lock ceased to be a
director of Kitchen Central Limited on 23 December 2004 and that company went
into liquidation on 26 October 2005 with an estimated creditors deficiency of
#144,000).
