Cap £139m, nms 15k. Spread typically 2p. Rumoured to have suffered a downturn in trading (The Times, Saturday 4 Sept)

And excerpts from The Guardian in July:

....A ports company with ambitions to lure luxury cruise ships to the industrial town of Hartlepool... The former Railtrack director, David Harding, is the company's non-executive chairman....
....Mr Harding was the finance director of Railtrack when the government put it into administration in October 2001, and was briefly appointed chief executive while it was wound up. ....
....PD Ports said Mr Harding was an experienced director and was "in no way responsible" for Railtrack's demise...

OK; My knowledge of ships is pretty feeble. I know that big heavy boats when rolled down the slipway do initially tend to look more like they are sinking before they level off. Is that what's happening here? Is it about to bob up and float nicely, some day soon? Or is it just not seaworthy?
