Instead, states have the freedom to create their own regulations. This has led to a patchwork of regulations across the country. Some states, like Arizona and Texas, have enacted laws that promote the use of autonomous commercial vehicles. Other states, like California, have proposed laws that would require human drivers in autonomous vehicles for at least the next five years. The federal government has realized that it needs to re-evaluate the motor vehicle standards that were drafted with human drivers in mind. The government has also considered passing legislation, such as the SELF DRIVE Act in 2017 and the AV START Act in 2018. Some of the challenges that regulators face include: Data ownership and liability It's unclear who would be legally responsible in a collision involving self-driving cars. This fear has not decreased since last year. In order to regain the trust of the American people SAFETY must ALWAYS come FIRST where driverless or with driver Autonomous Vehicles operate on public or private roads and property Hence the following basic regulations for the operation of Autonomous Vehicles will be mandated forthwith: 1. All Autonomous Vehicles shall be continuously monitored from a designated operational control and monitoring centre. 2. Passengers inside any Autonomous Vehicle shall be able to speak to the operational control centre at any time during their journey 3. Every Autonomous Vehicle shall have a unique ID for every journey. The ID shall detail the State , the operator and control centre, the AV unique vehicle identifier , journey details from and to with a time stamp when passengers enter the vehicle and the journey starts PLUS a time stamp when the journey ends after the passengers exit the vehicle. 4. The data from 3. above shall be transmitted in real time to a safe hub where it can be kept and stored for future use if needed. 5. In order to achieve 1. above , multiple connections shall be required , these shall be chosen in order of first -- lowest latency then strength to meet operational requirements. A minimum of 3 connections shall be provided including a) Low latency satellite b) Public Networks c) Private Networks a) Shall be a latency of less than 25mSec b) Shall be a latency of less than 35mSec c) Shall be a latency of less than 35mSec An automatic switching hierarchy between a) b) and c) shall be provided in order to achieve continuous monitoring and speech availability at all times to passengers in the Autonomous Vehicle. The time taken to switch connectivity shall be less than 10mSec The latency and signal strength of a) b) and c) shall be continuously measured and recorded and the data logged and filed in a secure manner and facility. 6. In the event of a Autonomous Vehicle malfunction , or a collision with another vehicle or person or object , or the Autonomous Vehicle stopping or wandering from lane to lane in an erratic manner ; The operation control centre shall inform the passengers that it is taking temporary control of the Autonomous Vehicle and then drive the Vehicle to a nearby place a safety, the passengers will then be updated with the situation and what actions they must then take. 7. Any accident, vehicle malfunction or incident requiring operational control centre intervention shall be forwarded immediately to the newly formed NHTSA Autonomous Vehicle Reporting Centre with all data logs/files see 3, pertaining to the journey undertaken and an explanation of the incident and actions taken , injuries to passengers, damage to vehicles or other persons or objects together with all video footage and recordings from the cameras and sensors on the vehicle involved, together with all audio conversations that took place on the journey. 8. Further to 3. above , a historical record of every Autonomous Vehicle shall be kept by the operation control centre of that vehicle. This record shall show the following: a) All modifications made to the vehicle after entering operational service --- this shall also include a record of all parts changed however ancillary in nature together with all software changes to the vehicle b) A historical data log of each and every journey made by the Autonomous Vehicle which includes all journey data recordings and audio recordings , with a total distance covered on each trip together with a total distance covered by the Autonomous Vehicle since entering service c) An incident data log shall be made and kept for each Autonomous Vehicle --- Once an Autonomous Vehicle has had two incidents logged that vehicle shall be taken out of service and be fully retested for any abnormalities. For every subsequent incident this retest procedure shall be repeated. d) If an Autonomous Vehicle is involved in four incidents it shall be taken out of service. 9. The Operation Control Centre shall be responsible for contacting emergency services and any other organizations required to attend an incident involving an Autonomous Vehicle which results in the need of such services. This could be for accidents or collisions or for issues with passengers welfare, such as strokes or heart attacks or problems with the vehicle itself or other vehicles or persons or any other circumstances which require the attendance of emergency service or other 3rd parties . Nonetheless a fair punt at this level perhaps. ........That said, the capital raise should help unlock the value in Tekcapital’s $22.4mn (8.4p a share) holding in Guident’s equity and loan notes, a sum that is worth as much as the company’s own market capitalisation of £17.4mn (8.25p). A successful IPO at anything close to that carrying valuation would act as a strong catalyst to narrow Tekcapital’s deep 68 per cent share price discount to my spot net asset value (NAV) per share estimate of 23.3p.
