The price fell because he missed a deadline he really didn't have to set himself. He's open about everything, keeps investors in the loop. If he hadn't told everyone his planned dates on the investors or banks involved the price wouldn't have gone down...

How does the CEO selling £6.4m worth of shares "help the company progress"?

Now, if the company had placed new shares and thus raised new funds that would help the company.

It's not a coincidence that the share price fell from 0.7p to 0.5p soon after it was announced that the CEO had sold 940m shares.
