The Falkland Islands Executive Council has given the green light to the Revenue Office to undertake a review of the tax system, and with it the funds needed to implement it.In a document issued last March, under the title Expression of Interest, the Executive Council authorized the Tax Office of the government of the Islands "to prepare a project with a call for bids, to review the tax system of the Islands, while allowing a better understanding of the scope and implications of a reform of this importance."In the 2023/24 budget, the Falkland Islands Legislature announced a review of the tax system, the last one having taken place more than twenty years ago.The Tax Office will have to address a number of issues including the costs of a total overhaul of the system, the level of staffing needed, and the duration of such a project, the Executive Council said.Executive Council member MLA Jack Ford said the Expression of Interest was "first and foremost for a better understanding... A very useful first step before we get down to the call for tenders, if that's what we've decided to do."At the moment the whole issue of tax revision will be explored, both individual and corporate taxes, said MLA Ford, noting that "at the moment everything is still very green.""But that determination was in last year's budget, and so I think there were concerns about the cost of doing such a review, particularly at a time when there have been pressures on the costs of the capital investment program, and questions about whether spending a substantial sum on a tax review can be justified.""Hopefully it will be a useful step in terms of clarifying some figures as to whether it helps us make better informed decisions and whether therefore we want to move forward and how we want to move forward with reform and deductions."When MP Ford was asked for a personal opinion on alterations to the personal tax brackets, he said that, "I certainly wish that something could be done for the lower or lower bands of the personal income tax, in terms of discounts, but not for the initial bands, "since little by little people have worsened their situation because the deductions and the initial bands have not changed as if income levels have"
