Only state run lotteries and other state run betting are legal in China.
They tend to turn a blind eye to others but they know who they are.
China will be online before the states, they just need to formulate a cast iron way of controlling it then they will be up & running.

Gambling is not illegal in China.....really??In 2005, China published judicial interpretations relating to the existing article 303 of its criminal law, which already stated: "That whoever, for the purpose of reaping profits, assembles a crowd to engage in gambling, opens a gambling house or makes an occupation of gambling is to be sentenced to not more than three years of fixed-term imprisonment, criminal detention or control, in addition to a fine".The interpretation added that "whoever, for the purpose of reaping profits, sets up gambling websites on the internet or acts as an online gambling agent will be regarded as 'opening gambling houses' and will be punished according to article 303 of the criminal law".

Re Asia merchant. Remember gambling is not illegal in China. Bet365 uses websites overseas with obscure names and changes them frequently. No vpns are involved. It's not illegal.
