It's always 'reviewing', 'looking to agree', 'hoping to finalise', 'highly encouraging', 'advancing well', 'look forward to updating', 'further progress'. Nothing ever actually gets agreed or signed or funded or built or .... It is unfortunately a never ending story.

Unfortunately the RNS is more or less a repeat of so many similar ones before it and hence is taken as meaningless until LC proves he can actually deliver something rather than infinitely make progress and never arrive.
