That gives a sense of urgency and the less time taken to achieve the goal the lower the cost. Hence the deadlines often slightly overrunning. DFS, probably start of Q1 2018. I'm seriously impressed not only with the progress on the bfs but also the additional cost savings, the realistic take on the Nickel market, that a finance package is achievable, and I agree that holding back the ramp up may be a good strategy.
