The O&G Law has always been a contentious issue because it gives the Kurds a degree of autonomy with their own oil . They are concerned Basra , in Southern Iraq , will go the same way.

Hopefully the Yanks will bang heads together.

Shafaq News / MP for the Patriotic Union of Kurdistan, Rizan Sheikh Delir, confirmed that the political parties' intentions and conflicts with the government hinder the approval of the budget bill.

In a statement, Sheikh Delir stressed the need for the Iraqi people to know that the region's share is not an obstacle to passing the budget, adding, "the Kurdistan Region's delegation had visited Baghdad dozens of times to agree on this matter."

"The obstacle facing the budget passage is the intentions of the political parties and their conflicts with the government", she pointed out.

The Parliamentary Finance Committee had confirmed its intention to pass the budget law, at Sunday's session, despite political blocs' attempts to obstruct the session.

Earlier today, Al-Fatah coalition informed the Parliament's Presidium that its representatives will not participate in the voting session on the budget bill, unless the dollar exchange rate is reduced.

A parliamentary source told Shafaq News agency, "This decision caused a delay in the session, and the failure to reach an agreement to vote on the bill."

The Finance Committee's rapporteur, Ahmed Al-Saffar, told Shafaq News agency, "The ministers of planning, finance, and oil are still clarifying some paragraphs of the budget for the heads of political blocs, including foreign loans, investment projects, provincial shares..."

"The Finance Committee has completed all the budget law articles, leaving nothing but a political agreement to vote on the budget today", he added.

Al-Saffar indicated, "the Finance Committee is determined to vote on the general budget bill today", noting that the dollar's remains fix.

The Parliament's Presidium had reportedly scheduled the voting session on the budget bill at 09:00 PM later today, Sunday.

ERBIL - The Iraqi Council of Representatives once again on Sunday delayed the vote on the budget bill for the year 2021 until further notice.

The session had been scheduled to be held at 3:00 pm before it was postponed for 7:00 pm and later to 1:00 am due to disputes among the political parties over the budget bill.

However, the parliament failed to vote on the bill and the session was reported to have been delayed until further notice while it is highly likely to be held on Monday afternoon.

Erbil and Baghdad have now reached an initial agreement on the budget bill, including the Kurdistan Region's share from the federal budget.

The deputy in the House of Representatives from the Patriotic Union of Kurdistan, Mariwan Nader, announced that the Speaker and heads of the blocs were in a meeting on reading the articles of the budget bill, adding that the differences that existed in the past no longer exist now.

Deputy Nader told PUKmedia today, Sunday, that if the meeting of the Speaker of Parliament, the Finance Committee and the ministers about reading the budget articles ends without any problems, then this evening the parliament session will be held to vote on the draft budget bill, indicating that the Kurdish representatives in Baghdad in general will attend session.

He explained, that there is no longer a problem with regard to the Kurdistan Region’s share in the draft budget bill, and that what exists is more related to the price of the dollar and the dinar in the draft law.

MP Mariwan Nader said that he does not believe that there is a problem with the quorum for holding the session, because all parties are satisfied and the differences have been greatly reduced

Shafaq News / Members of the Finance Committee in the Iraqi parliament voted to pass the Kurdistan Region's share in the federal budget during a session scheduled to take place later today. 

Committee Member, MP Ikhlas Al-Dulaimi, told Shafaq News agency, "The region's share and all the other controversial articles were voted upon during the Finance Committee meeting."

Al-Dulaimi said that the Region had waived some of its demands to pass the budget, indicating that the final bill stipulates delivering 460,000 barrels (excluding production costs, transportation, and non-oil revenues) in exchange for its share from the budget.

The budget allocations are estimated at 130 trillion Iraqi dinars (about $ 89.6 billion).
