They were always going to resist any move that seemed to favour the Kurds over Basra and that includes the O&G law. I am assuming that pressure from both the IMF and the Yanks will eventually force some sort of compromise.

The message of Shafaq News is to lay the blame on the Kurds, while minimizing (= putting at the end of the article) the fact that Arab parties reject the agreement reached by Baghdad and Erbil.

Requesting payment at the end of the year is only possible if the heavy oil pipeline has been built. In Turkey, there is an unused pipeline which was repaired in the years 2013-14. The PI don’t know what is going on on the ground and Covid added to Turkish bombings around Dohuk and other places isn’t attracting visitors.

In the Irak Energy report of February 2018 they wondered why the capacity of the current pipeline had been quietly increased from 700kbd to 1000kbd.

If the investment is already made, they will not wait.

Its probably the Kurds still negotiating. The ICG cant pass any Laws without KRG support.
I presume by "Annually" they mean averaging 250k bbls a day over 12 months. i.e 200k bbls a day one day and 300kbbls a day next .
