Each Institution trying to up their percentage ? what did Kozel say ? why should small shareholders be squeezed out ? The AIOC (Azerbaijan International Oil Company) consortium, made of 10 different oil companies, from 6 different countries agreed the Production Sharing Agreement (PSA) terms with Azerbaijan in December, 1994. The PSA term is for 30 years at which time the field will revert back to Azerbaijan. BP operates the field on behalf of the shareholders which include the following companies: BP 34.14%, UNOCAL 10.28%, SOCAR 10%, LUKOIL 10%, Statoil 8.56%, ExxonMobil 8%, TPAO 6.75%, Devon 5.63%, Itochu 3.92% and Delta Hess 2.72%. Excerpt from Doc below "The ACG structure covers approximately 135 square kilometres and has had a two phases of appraisal. The State Oil Company of Azerbaijan Republic (SOCAR) drilled 8 appraisal wells from 1982 ñ 1991 within the PSA boundary. AIOC has drilled a total of 5 appraisal wells and 4 sidetracks to date. In addition, the Chirag sector of the field has 15 development wells and has been on production since 1997. You would normally use chokes to control water production so can you tell me why certain wells that are connected to PF2 are currently choked ??? You have released pressure graphs showing the decline in field pressure so why the need for chokes ??? Do any of your partners have in their possession reports and tests that contradict your dry oil statements ??? And if they did would those reports identify certain wells connected to PF2 ??? Can you tell me what the split in production between the two PF units is ??? Can you explain why PF2 is producing so little compared to PF1 ??? With regards to SH9, looking back at the previous drills and the history of having to do sidetracks, why didn't you factor in to the drill plan the possibility of losing a case size due to a possible sidetrack ??? Am I right in thinking you now have a well only capable of producing around 4K when in actual fact with better planning and better case sizing and also due to the location it could of been producing 6 to 7k ??? Can you explain why you didn't attempt to do workovers on any of the PF2 connected wells while you had the workover rig or are you waiting to fit pumps ??? Can you explain what the delay in fitting the pumps was before shutdown ??? With all of the above what can you say to investors and your partners to give them confidence that you are not going to balls up with the Triassic campaign ??? (Photo: Philipp Breu) Kurdistan Iraq Baghdad Erbil KRG Oil disputed territories Peshmerga outstanding issues A+AA- ERBIL (Kurdistan 24) – On Wednesday, the Kurdistan Regional Government’s (KRG) cabinet held its regular weekly virtual session, chaired by Prime Minister Masrour Barzani and with the active participation of his deputy, Qubad Talabani. “The Council of Ministers stressed continued commitment to reducing salaries of senior officials, including those retired with high pay brackets. These meetings will continue until next Sunday,” a statement from KRG website read, referring to one of the plans aimed at reducing government expenditures amid an economic crisis caused by the coronavirus, spiralling oil prices, and ongoing disputes with the federal government in Baghdad. “During the meeting, the Cabinet extended the deadline to pay public water and electricity bills with 15% discount until September 1, 2020,” the statement continued, pointing out that ministers discussed the progress of ongoing Erbil-Baghdad talks and decided that the KRG delegation that traveled to Baghdad twice in May will return next week. According to the statement, the team aims to “develop mutual understandings agreed upon by the two sides earlier, to secure the financial rights and entitlements of the region in exchange for proceeding with its obligations within the framework Iraqi constitution.” The delegation first traveled to the capital after oil disputes led to the decision by the previous federal government, headed by former Prime Minister Adil Abdul Mahdi, to suspend payments of the Kurdistan Region's share of the national budget. Erbil-Baghdad relations have always been fraught with disputes, nearing a total breakdown after the Kurdistan Region's 2017 independence referendum, followed by Iraqi forces and Iran-backed militias of the Popular Mobilization Forces (PMF) attacking disputed areas such as Kirkuk to push Kurdish Peshmerga forces from them. The two governments eventually converged to some extent on a range of issues, especially after Abdul Mahdi came into office in late 2018. Still, oil and budget have remained a significant source of dispute between the central government and KRG, first starting when the autonomous region began to export its oil independently. A 2019 deal with the Abdul Mahdi administration stipulated that the KRG must deliver Baghdad 250,000 barrels per day (bpd) in return for, among other things, securing the region's allocation in the Iraqi federal budget. The Kurdistan Region did not implement the oil handover, but then in late 2019, Erbil again renewed the agreement amid new negotiations. But, Abdul Mahdi explained during a press conference in mid-2019, the federal government has deducted the KRG's share of the national budget by the amount equivalent to the oil barrels owed.
