There are 329 representatives, a quorum needs 50%+1 which is 165, so yes there is a quorum.
A simple majority of 50%+1 means that only 89 people would need to vote for it.
Assuming that a simple majority means a majority of those who make up the quorum ie. those in attendance.
Surely they can manage to cobble together 89 votes.. |

Lawmaker Mohammed Radi told Shafaq News that “There is a parliamentary will to support the government’s efforts in resolving disputes with the Kurdistan Region.”
Radi added that approving the amendment is crucial to expediting the government's submission of the 2025 budget tables. “No one wants to delay the budget, as it is essential for advancing reconstruction and launching key strategic projects this year,” he said. |

 Member of Parliament Kazem Al-Fayyadh confirmed today, Sunday (February 2, 2025), that there are no parliamentary guarantees for passing the amendment to the budget law sent by the Iraqi government.
Al-Fayadh told Baghdad Today, "After about an hour and a half from the time of the parliament session, and until now there are no real parliamentary guarantees for passing the amendment to the budget law, due to the existence of many objections and comments on the amendment by many representatives from different political orientations."
He added, "Because of these disagreements over the text sent by the Iraqi government, we believe that the parliament session will be delayed and will not be held on time. The matter still requires some understanding between the members of the parliamentary finance committee, as well as the blocs and representatives who object to the amendment."
Earlier today, Parliament Speaker Mahmoud Al-Mashhadani confirmed that "after extensive discussions, we in the Presidency of the Parliament agreed with the heads of the parliamentary blocs and committees to pass the text sent by the government regarding amending the general budget law, for convincing technical and legal reasons."
He added, "The draft amendment law was placed first on the agenda of today's session, Sunday, which will be chaired by First Deputy Prime Minister Mohsen Al-Mandalawi, due to our travel outside Iraq."
The Parliamentary Finance Committee confirmed that the amendments made to the draft budget law came in accordance with what was approved by the Council of Ministers. |
