Shafaq News/ An Iraqi lawmaker on Sunday said a political is key for the approval of the general amnesty legislation, stressing that the election of a new parliament speaker would facilitate the process.

"Political differences have stalled many laws in parliament, most notably the general amnesty, oil and gas, and others," Iraqi lawmaker Adnan al-Juhayshi told Shafaq News agency.

"The general amnesty law is a crucial piece of legislation in parliament," he added. "Its passing in the coming phase requires a political consensus." Al-Juhayshi confirmed the parliament received the government-drafted law and said it is currently being reviewed by the parliamentary legal committee.

In early May, Iraqi authorities announced the execution of 11 people, all Sunni, convicted of terrorism-related charges. The executions were carried out in a federal prison in the southern city of Nassiriya, the only government facility authorized to conduct executions. Last December, Iraq executed 13 convicted persons on similar charges in the same prison.

Sunni politicians frequently complain that many of their constituents ended up on death row due to confessions extracted through torture, a claim routinely supported by human rights organizations, including those of the UN. Further fueling suspicion about these death sentences is the use of secret evidence. Iraqi law allows the use of secret evidence that the accused and their defense cannot see and respond to, raising concerns about the fairness of these trials.

Amnesty is a mainstream Sunni priority, as many Sunnis are in state prisons on terrorism changes, some awaiting execution. Figures vary greatly and are difficult to verify. Last year, Iraq’s Minister of Justice Khalid Shawani stated that 8,000 people are on death row out of 20,000 convicted on terrorism-related charges. In 2021, the spokesperson for the Ministry of Justice, Ahmed Luaibi, announced that 50,000 people had been convicted of terrorism, with half receiving the death sentence. Counting those detained without trial, the number is likely to be much higher, given the lack of transparency for which Iraq is routinely criticized by human rights organizations and the families of detainee.

Regarding the election of the Iraqi Parliament Speaker, al-Juhaifi stated that all Sunni political parties have good relations with Masoud Barzani, which is a positive factor in ending the deadlock and conflicts. Political analyst Abdul Salam Barwari asserted, "Masoud Barzani is a significant figure with longstanding administrative and leadership experience and good relations with various political elites in Iraq since the 1970s and 1980s. He played a crucial role in uniting opposition forces before 2003."

Barwari continued, "Barzani successfully led the efforts towards the London Conference in late 2002 and the Salahuddin Conference in early 2003, and even during the building of the new Iraq and the drafting of the constitution, he had a significant role as a member of the Governing Council and its President during the constitution drafting period."

I think we may even start pumping before then once it can be shown that all avenues of mediation have been exhausted and it's just ICG stalling and belligerence which is preventing it happening. Then the KRG just stick 2 fingers up and tell them that they can threaten them and the IOCs as much as they like. Restart pumping whilst taking them to the International Courts.

ERBIL (Kurdistan 24) – The Kurdistan Democratic Party KDP’s President Masoud Barzani made an intensive and productive 2 Day Visit in Baghdad. Two days were intensively full of meetings and sessions to transfer Iraqi country to Peace and Stability.

President Barzani had more than 17 successful sessions and meetings with the political parties’ leaders and high-ranking governmental and political officials in Baghdad. It was advised by the President Barzani’s Headquarters, the aim of the visit was to fix the internal issues in Iraq, the suspended issues between Erbil and Baghdad to get sorted out, encouraged for good intentions to dominate the atmosphere in the state, as well as emphasized the continuous collaboration among all in Kurdistan and Iraq.

After arrival in Baghdad airport on Wednesday, President Barzani and a number of Kurdistan Region’s Governmental and political delegates were warmly welcomed by Iraqi Federal Parliamentary and Governmental officials, leaders and ministers.

The, almost 2-Day-Visit in Baghdad was very historic and unique, that happened and became an international visit to meet with the international officials as well.

President Barzani and Iraqi Prime Minister Mohammed Shia al-Sudani and other Iraqi leaders met to discuss the ongoing coordination between Baghdad and Erbil. They underscored the importance of addressing all unresolved issues, supporting and assisting the political process.

Discussions during the meetings also covered Iraq's political situation, oil issues, the budget, financial entitlements of the Kurdistan Region, and the election of the House of Representatives speaker.

The leader of the Kurdistan Democratic Party, Masoud Barzani, concluded his visit to the Iraqi capital, after holding a series of meetings with government officials and politicians, as well as ambassadors of several countries.

Sources said that the talks helped resolve several outstanding disagreements between Baghdad and Erbil.

Barzani’s visit ended a six-year freeze in ties with the federal government. The Kurdistan leader met with Prime Minister Mohammad Shiaa al-Sudani and commended his efforts to reach a breakthrough in the relations between the two sides.

During his meeting with representatives of the embassies of eight Arab countries, Barzani emphasized the need to take into account the interests of Iraq and the region with regard to the presence of the US-led international coalition forces in the country.

The ambassadors of Kuwait, Qatar, Egypt, Bahrain and the Sultanate of Oman, as well as the Chargé d'Affaires of the embassies of Jordan, Saudi Arabia and the UAE took part in the meeting.

According to an official statement, the Arab diplomats expressed hope that Barzani’s visit will send a message of stability to Iraq, stressing full support to Baghdad in order “to enhance the security, stability, and well-being of Iraqi citizens and address political differences in the country.”

Political sources told Asharq Al-Awsat that the outcome of the meetings held by Barzani in Baghdad turned the page of deep differences between the two sides. They added that comprehensive solutions hinge on “mutual commitments.”

Barzani’s most important meeting, according to observers, was with leaders of rival Sunni parties. The head of the Sunni Sovereignty Party, Khamis al-Khanjar, said that he met with Barzani in Baghdad in the presence of party leaders, most notably Mohammad al-Halbousi and Muthanna al-Samarrai.

Sources said that the Kurdistan leader urged the Sunni parties to resolve the dispute over the candidate for Parliament Speaker to ensure the holding of the election session.

Al-Khanjar described Barzani’s visit as “important,221; saying it aims to strengthen relations between Baghdad and Erbil to resolve all outstanding issues, stressing that the Kurdistan region is a fundamental pillar in the political process.

Watkins has explained the situation very clearly.

Baghdad are not going to give the Kurdish Producers what they've been begging for. Its clear that Baghdad are happy with the situation and are in no hurry to achieve what they want. Epicure have already agreed that the terms will have to be tweaked. Erbil have conceded that they have to hand over the oil for SOMO to market. Baghdad are in total control.
