Iraq is being forced by IOC to offer better terms.In the next licensing round January revenue sharing contracts will be offered.The sticking point is that Baghdad doesn't want Kurdistan to have an oil industry.Fortunately the US does.ICG will capitulate to APIKUR shortly - they have too.

Klassic, in his 693458 was (almost) completely correct – Clause 20.2 of Article 20 of the Shaikan PSC (Title to Assets) states quite clearly:

During the Development Period, subject to Article 21, all Assets acquired by the CONTRACTOR for the Petroleum Operations shall become the property of the GOVERNMENT upon the completion of the recovery of their costs of all such assets by the CONTRACTOR, or at the end of the Contract, whichever is the earlier.
