you have obviously never tried to get on the bid list for such work in the ME.

Experience of very similar work, successfully carried out, supported by recent references from (reasonably local) companies that can confirm all of what you claim is necessary; as is the proven reputation of knowing how to look after your "friends".

The majority of the companies on the list are terrified of getting involved in Kurd:Iraq issues (legal, commercial, technical) and many of them have no recent relevant (as in relevant to GKP's planned- and necessary work) ME experience anyway.
