Baghdad Today - Baghdad
The Finance Committee of the House of Representatives announced today, Sunday (January 19, 2025), the imminent vote on amending Article 12 of the budget related to the Kurdistan Region’s oil, while pointing to the most prominent proposals submitted to amend this paragraph.
The head of the committee, Atwan Al-Atwani, said in a speech during a committee meeting, according to a statement received by "Baghdad Today", that "the committee's meetings are continuing to discuss amending Article 12 of the budget law related to the Kurdistan Region's oil," indicating that "the committee has reached the final stages of completing the hosting and providing a lot of information in preparation for voting on the amendment today."
He added, "It is necessary for there to be a decision from the committee to submit the draft law to a vote," expressing his hope that "an agreement will be reached to vote on this draft law, which complements the 2023 budget."
He pointed out that "there are a number of committee members who have raised many paragraphs and submitted proposals, and we will raise them so that everyone is aware of them, but they cannot be added considering that the project is an amendment and not budget tables," indicating that "the committee's opinion from the beginning is to proceed with amending the law, but we do not want the clauses and amendments to be like their predecessors, unproductive amendments."
Al-Atwani explained that “the committee added to the amendment paragraphs the obligation of the parties, whether the Ministry of Finance or the Ministry of Oil Resources, to abide by the outputs of the consulting company,” stressing that “there must be an obligation for both parties.”
Al-Atwani concluded by saying, “The consulting company must have a working period that may end in 2025, and it has not achieved results,” stressing, “We are keen to implement the results during this year to be a basis for 2026 |

https://shafaq.com/en/Iraq/Iraqi-Parliament-faces-challenges-in-passing-key-laws-amid-disputes Shafaq News/ On Sunday, Iraqi Parliament Speaker Mahmoud al-Mashhadani met with the heads of parliamentary blocs to discuss the possibility of passing important laws. However, some lawmakers have ruled out holding parliamentary sessions during the current phase due to various challenges facing the legislative authority in the fifth parliamentary session."There is difficulty in holding parliamentary sessions due to disagreements over contentious laws. Added to these are the amendments to the budget law, which have faced various parliamentary objections, hindering the session due to lack of quorum," Mukhtar al-Mousawi, a member of Al-Fatah Alliance, told Shafaq News, noting that the boycott by the Taqaddum parliamentary bloc has further impacted holding the sessions. He called for "an urgent parliamentary-political meeting to resolve disputes and prevent the disruption of legislative and oversight work, especially as the parliament's term is nearing its end."Last week, the Taqaddum bloc, led by Mohammed al-Halbousi, announced its boycott of parliamentary sessions due to breaches of political agreements related to the approval of the general amnesty law.In addition to the stalled general amnesty law, there are several contentious and controversial laws still pending due to the lack of political consensus, including the personal status law, the property reinstitution law, and important legislative projects such as the oil and gas law, amendments to the budget schedules, the intelligence service law, and the retirement law. These laws face the risk of being postponed to the sixth parliamentary session due to the remaining term of the current parliament and the ongoing disputes. |

Kurdish delegation in Baghdad to address salaries crisis Kurdistan Erbil Baghdad Salaries Delegation Kurdish delegation in Baghdad to address salaries crisis 2025-01-19 09:46
Font Shafaq News/ On Sunday, a senior Kurdish delegation, led by Finance Minister Awat Sheikh Janab, arrived in Baghdad to negotiate solutions to the ongoing salaries crisis in the Kurdistan region. A source in the Kurdish Ministry of Finance and Economy confirmed that the delegation will meet with Iraq's Federal Finance Minister, Taif Sami, to discuss mechanisms for resolving salary payment delays. The visit comes on the heels of Kurdish President Nechirvan Barzani’s trip to Baghdad, during which he held discussions with key federal government and political leaders. Barzani's agenda focused on finding long-term solutions to the financial impasse, particularly regarding unpaid salaries in the Kurdistan region. President Barzani also attended a meeting of the State Administration Coalition (SAC), which included Prime Minister Mohammed Shia Al-Sudani and Parliament Speaker Mahmoud al-Mashhadani. The SAC emphasized that the salary issue is not politically motivated and can be resolved through technical negotiations, urging both sides to avoid media-driven escalation. The salaries crisis has persisted into 2025, sparking widespread public frustration in the Kurdistan region. The delay in disbursing salaries, including the December 2024 payment, has led to economic strain and heightened demands for immediate action. Observers highlight the need for Baghdad and Erbil to adhere to court rulings and prioritize dialogue over political disputes to prevent further destabilization. |
There would be no alternative as I see it. International support would also be there for sure! |
