Les tarifs réglementés du gaz pourraient augmenter légèrement l'année prochaine en France, rapporte le quotidien Les Echos vendredi sans citer ses sources.



L'application de la formule de calcul des tarifs du gaz pour les particuliers devrait aboutir à une hausse inférieure à 1% au 1er janvier 2013, écrit le quotidien.



Les tarifs réglementés sont fixés en fonction des coûts d'approvisionnement de GDF Suez (GSZ.FR), qui dépendent eux-mêmes de l'évolution des prix du pétrole et du gaz, rappellent Les Echos, alors que le prix du baril est resté globalement stable depuis six mois autour de 110 dollars.

PARIS--French state-controlled power group Electricite de France SA (EDF.FR) is part of a consortium which has bid to acquire Total SA's (TOT) French gas storage unit TIGF, French business daily Les Echos reports Monday, citing unspecified sources.
TIGF is valued between 2 and 3 billion euros ($2.55 billion and $3.83 billion) and is part of Total's program of EUR15 to EUR20 billion of planned disposals by 2015, to give the oil and gas major increased financial flexibility for its investment plans, mostly in exploration and production.
An EDF spokeswoman declined to comment. A Total spokesman also declined to comment.
GDF Suez SA (GSZ.FR) has decided not to bid for TIGF, Les Echos also reported. No one at GDF Suez was immediately available to comment

Statoil Uncertain When Troll C Can Resume Production

OSLO--Norwegian oil and gas producer Statoil ASA (STO) said it didn't know when production could resume at its Troll C gas platform in the North Sea, which was shut down earlier Thursday due to corrosion in a gas-treatment system.
The affected platform, one of three in the Troll field, produces around 120,000 barrels of oil and 10.5 million cubic meters of gas a day, Statoil said.
Troll is one of Norway's most important oil and gas fields, producing 568,450 barrels of oil equivalent a day in 2011, or about 15% of Norway's total production of 3.8 million barrels a day.
The corrosion on a tank in the glycol system, an auxiliary system for treating gas, was discovered during a scheduled inspection on the platform. Production has been stopped temporarily for investigations to be carried out.
A similar tank in a parallel gas-treatment system is also being checked, the company said.
Statoil didn't know when production could restart. It chose to shut down production while the second tank was investigated, and will make a decision following the inspection.
At least one tank is needed for production to continue, said Statoil spokesman Ole Anders Skauby.
"Corrosion under the insulation is a known issue, especially in older equipment," he said.
The shutdown comes just a week after Statoil evacuated 336 workers from a floating hotel at the Njord Field in the Norwegian Sea due to a leak in a ballast tank.
But there is "nothing dramatic" in the situation at Troll C that would require immediate responses like last week's evacuation, Mr. Skauby said, although there was a small danger of a leak if corrosion had punched through a tank.
Statoil has a 30.58% stake in the Troll field, while Petoro AS has a 56% stake, AS Norske Shell an 8.1% stake, Total E&P Norge AS a 3.7% stake and ConocoPhilips Skandinavia AS a 1.6% stake.
The Fram license, which is connected to Troll C, owns 50,000 barrels a day of the oil production and 2 million cubic meters a day of its gas production, Statoil said.
Statoil has a 45% stake in the Fram license, while ExxonMobil Exploration & Production Norway AS has a 25% stake, Idemitsu Petroleum Norge AS a 15% stake and GDF Suez E&P Norge AS a 15% stake.
At 1510 GMT, Statoil shares were trading 0.3% higher at NOK137.30 apiece.

Dans une note consacrée aux groupes énergétiques européens, le broker souligne des 'tensions grandissantes dans le secteur, provoquées principalement par le boom des énergies renouvelables en Allemagne'.

Pour GDF Suez, l'Etat belge est hors la loi

Le groupe énergétique GDF Suez a signifié au gouvernement belge qu'il ne respectait pas la loi sur la charte de l'énergie, rapporte ce mercredi L'Echo.

Parallèlement à des tensions nées de certaines positions prises par le ministre Johan Vande Lanotte, la direction de GDF Suez a adressé une lettre à Melchior Wathelet.

Tout en affirmant sa volonté de négocier avec le gouvernement, le groupe a averti le secrétaire d'Etat à l'Energie des conséquences du non-respect d'un protocole d'accord signé en 2009 entre l'Etat belge et la maison-mère d'Electrabel.

D'après L'Echo, GDF Suez explique clairement que la Belgique ne respecte pas le traité sur la charte de l'énergie conclu en 1994 et signé par l'Etat belge. Ce traité garantit aux entreprises un traitement loyal et équitable et le respect des obligations contractées vis-à-vis des investisseurs.

Cet argument juridique est visiblement la pièce maîtresse du dossier que le groupe entend introduire devant la chambre internationale d'arbitrage.

BRUSSELS--The European Union's executive body questioned Monday Russia's state-run energy giant Gazprom's (GAZP.RS) announcement last week that it had taken a final investment decision to build South Stream, a planned natural gas pipeline from Russia to Europe.
"It was never communicated to the (European) Commission that South Stream has a final route," said Marlene Holzner, spokeswoman for Energy Commissioner Guenther Oettinger. "We don't regard this as a final investment decision," she said.
The multi-billion euro pipeline would carry gas from Russia to Europe, bypassing Ukraine, but its construction is still controversial, as the EU requires pipeline operators to offer part of the infrastructure's capacity to competitors, something that has created tensions with Gazprom, which owns many of the pipelines bringing gas to the EU. The region is heavily dependent on imports of Russian gas.
The 3,600-kilometer South Stream pipeline is expected to carry 63 billion cubic meters of gas to Europe annually by 2015. Gazprom has said it will make supplies to Europe more reliable, but analysts have questioned whether it is needed.

GDF Suez: Made Natural Gas Discovery In Algeria

GDF Suez SA (GSZ.FR) Thursday announced the discovery of natural gas in the Illizi basin in south-east Algeria.
MAIN FACTS:
- The Tihalatine Sud-1 (TIHS-1) well was drilled to a depth of 1,192 meters in the Ordovician shale. A production test produced a gas flow from the Ordovician reservoir of 105,000m3 per day.
- GDF Suez holds 9.8% of the south-east Illizi permit along with Repsol (25.725%) and Enel SpA (13.475%), in partnership with SONATRACH, which holds the remaining 51%.
- Appraisal work will be carried out by the consortium to assess the size of this discovery.
- The TIHS-1 drilling is the first well of the exploration program, which began in July 2011 with the acquisition of 2D and 3D seismic data. The drilling program includes four additional wells.
- The contract on the South East Illizi perimeter is the second project held by GDF Suez in Algeria, the first being the Touat gas permit obtained in 2002. Located in south-west Algeria and operated in partnership with SOonatrach, Touat is one of the largest exploration-production projects under development by GDF Suez.

Explosion Rips Through Dutch Electrabel Power Plant; No One Hurt

PARIS/AMSTERDAM--An explosion early Thursday at a 600-megawatt-capacity power plant in Nijmegen, Eastern Netherlands, prompted police to briefly warn the public to remain indoors with windows and doors closed, but GDF Suez SA (GSZ.FR) said no one was injured.
The coal- and biomass-fired plant belongs to the French utility's subsidiary Electrabel, which shut it down while Electrabel and the fire department began investigating the cause of the blast, police spokesman Frank de Valk said.
Police have since advised that the general public can go outside again. "No one has been hurt and no one is missing, and windows and doors don't have to stay closed anymore," Mr. de Valk said.
But ceramic wool was still flying around in the air due to the explosion, Mr. de Valk said. "Let it lie, and do not touch this," he advised.
The explosion didn't cause any blackouts, as other power stations in the area maintained the reliability of the power grid, Mr. de Valk said.
The police spokesman didn't say when the plant would restart operations.

Statoil Evacuating 374 Workers from Norwegian Sea Njord Field

Norwegian oil and gas company Statoil ASA (STO) said Wednesday it was evacuating 374 workers from the Floatel Superior housing platform at the Njord field in the Norwegian Sea after it listed 4 degrees due to a hole in a ballast tank.

The personnel on the floating hotel are being evacuated to other installations nearby. An emergency vessel and six helicopters were mobilized to evacuate the workers to Kristiansund on the west coast of Norway after the leak, which happened around 03:40 local time.

The platform has been stabilized, and an anchor handling vessel is mobilized to inspect the damage on the floating hotel, Statoil said.

The Njord A field was closed for maintenance and is not currently producing or processing any oil and gas.

The field is operated by Statoil with a 20% stake. GDF Suez S.A. (GSZ.FR) has a 40% stake, E.ON AG has a 30% stake, Faroe Petroleum PLC (FPM.LN) a 7.5% stake and VNG Norge AS a 2.5% stake.

The floating hotel is operated by the company Floatel International.

Statoil shares traded 0.6% higher at NOK140.00.

Yemen Seeking to Push Up Its LNG Prices

Yemen plans to start negotiations with foreigner buyers of its liquefied natural gas to raise LNG prices in an effort to increase the impoverished country's revenue, the Yemeni oil minister said in remarks published Wednesday.
The oil ministry is working on improving the prices paid for LNG cargoes bound for the U.S. next year and is developing a strategy to increase prices for all LNG sales in 2014, Oil Minister Ahmed Dares said in a statement posted on the ministry website.
The price rises will "meet the economic and developmental aspirations and achieve the desired aspirations of our country in various fields," Mr. Dares said.
Last month, French oil major Total SA (TOT) and GDF Suez Trading agreed to raise the price of Yemeni LNG sold under long-term contracts from next year, in a move that Mr. Dares said would boost the country's natural gas revenues to at least $340 million from $160 million.
Yemen LNG has three long-term contracts with Total, GDF Suez SA (GSZ.FR) and Kogas.
Total, which has an almost 40% interest in the country's liquefaction plant, and GDF Suez have also agreed to divert some Yemeni LNG cargoes from the U.S. market to other markets in Asia and Europe, while the price of LNG was raised from $3 to $7.21 per million British thermal units on a free on board basis, Mr. Dares has said.
Several producers have been discouraged from shipping LNG cargoes to the U.S. due to low gas prices and are now diverting their sales to other markets where oil-linked gas prices have risen above U.S. levels.

Gazprom Amends Price Formula in PGNiG Contract

MOSCOW--Russian gas giant OAO Gazprom (GAZP.RS) has agreed to amend the gas price formula in its contract with Poland's PGNiG SA (PGN.WA), the latest in a string of concessions to clients in the lucrative European market that have been pushing for lower prices.
Gazprom said in a statement that the new formula takes into account current market prices for gas and oil products, without giving further details. PGNiG earlier said the change to the formula would be retroactive and cover 2011-2012, adding 2.5 billion-3 billion zlotys ($777 million-$933 million) to its 2012 earnings before interest, taxes, depreciation and amortization.
Gazprom has adjusted prices for several of its European customers, including Germany's E.ON AG (EOAN.XE) and France's GDF Suez SA (GSZ.FR), amid complaints that gas bought under its long-term contracts linked to oil prices has become expensive after the increase in unconventional gas production in the U.S. pushed down natural gas prices on the world market.
Gazprom said in the statement Tuesday that the amended contract "doesn't question the fundamental principle of the natural-gas trade--long-term contracts, the principle of 'take or pay' and the link to oil product" prices. The company said a spot component wouldn't be introduced into the contracts.
Gazprom said the agreement brought an end to PGNiG's arbitration proceedings against the Russian company.
"We found a mutually beneficial mechanism to amend the price of Russia gas, which reflects in a flexible way certain changes that have happened on the gas market in Poland and Europe. The agreements reached confirmed that reliable partners can always find mutually beneficial solutions that maintain a balance of interests," said Gazprom Deputy Chairman Alexander Medvedev.

Australian environment minister Mr Tony Burke on October 25th 2012 has approved a proposal by France's GDF SUEZ and Australia's Santos to develop the Bonaparte Floating Liquefied Natural Gas Project. The minister imposed 15 strict conditions on GDF SUEZ and Santos to minimize impacts on whale and dolphins, etc. in surrounding ocean area.

The Bonaparte Project is owned 60% by GDF SUEZ Bonaparte Pty Limited, which serves as the operator, and 40% by Santos Offshore Pty Limited.

GDF SUEZ and Santos will construct a floating production facility, which is located 250 kilometers west of Darwin in Timor Sea to produce and export LNG.

The final investment decision on Bonaparte Floating Liquefied Natural Gas Project is slated for the second half of 2014 and the front end engineering design work is schedule to begin in 2013. GDF SUEZ and Santos expect the production to start three years after the FID is made in around 2018.
