It does not take much to move it north, and as soon as people realise this, the speculators will start to move in and then we will really see it fly. The only reason its taking a while to get warmed up is the spread, its putting people off, but as the price moves higher the spread % reduces. From the figures you reproduce above, net tangible asset value per share is 13.27p, of which cash is 11.02p.
