Well they've done without it for 14 years....due to FIERCE local resistance to the project. So the people clearly don't want it. They don't have moneybags in their sights like you. And don't forget GCM cannot even submit the proposal without first being able to PROVE they can source 3.7billion dollars in capex funding. The company is completely snookered.
