Is this a spectacularly clever PR announcement, the letter was sent to the Bangladesh government last month - since then we have had an upbeat announcement from Michael Tang. In addition, the letter referred to a $3.7 billion re-financing request with a change of usage for the funding. $20 billion overhead for the import of LPQ and COAL - that is a a heavy cost to the country and a fully integrated coal mine / power station must be attractive to Beijing and the ability of Bangladesh to repay its debts. | malcolmyoung | |

The letter was in response to the government notifying the Chinese Embassy it wanted to drop the proposed US$256.41 million expansion of the controversial Barapukuria coal mine and the proposed 350 MW Gazaria coal plant from a list of projects China agreed to consider funding. The projects were included on the list of projects to be considered as part of a memorandum of understanding signed during Chinese President Xi Jinping’s visit to Bangladesh in October 2016. In early 2020 the Rural Power Company proposed the cancellation of the Gazaria project due to strong public opposition.
