I've seen several African miners that were fully equipped, all permits in place etc, then suddenly they announce that wasn't the case at all, and yet more funding is being sought. They had the mineworks all but set up he claimed and were ready to start production at 10Koz's/yr moving up to 30K oz's in double quick time and we were all going to be rich off the back of it then he just changed his mind because he didn't want to put the last of the site together just in case they put the works canteen on a piece of land with gold under it or some such thing.
