COL +2.77% Chief Executive Clay Jones said in an interview. Rockwell, like other companies in the sector, has struggled with the declines in U.S. military spending. The company, which makes everything from data networks for battlefield vehicles to jetliner flight simulators, said Friday that sales of defense systems in the latest quarter dropped 11% from year earlier, while its commercial business grew 7%. Budgetary disputes in Washington have fueled uncertainty over how deep the cuts will go. "Undeniably the defense [mergers and acquisition] market has just been frozen here for the last two years, because no one knows the future" due to U.S. government budget sequestration, Mr. Jones said Friday following the release of the company's third fiscal-quarter financial report. But Mr. Jones, who plans to retire as Rockwell's CEO at the end of this month after 12 years at the helm, said he expects three key budgetary elements to be in place by the mid-2014 that will increase stability in the defense industry. Just been delivered) BE We are reducing our price target to 330p from 360p and moving to a Neutral rating after reducing our FY14 and FY15 EBITA forecasts by 11% and 13%, respectively. Our new forecasts reflect a lower base of underlying EBITA in FY13 than we had previously forecast and the restructuring plan presented at H1. BE We believe the implementation of the restructuring plan by the new management team is likely to drive an improvement in Chemring's profitability and cash flow, despite the headwinds from tough defence markets. We estimate there is further upside of c£5-10m to EBIT, above the targeted £10m cost savings, from an improvement in execution across the businesses and have reflected this in our forecasts. BE We are concerned about the continued uncertainty on the short term outlook for US defence budgets as sequestration has not been fully implemented. This presents a challenge to management efforts to restructure Chemring in the short term because of the short cycle nature of many of Chemring's businesses.
