If those who bought shares had known that there were these two large transactions would they have amended any limits they placed on their purchases? Nobody can tell but I can only say when I have bought I stipulate a maximum price and knowing there were 2 brokers inhouse transactions at 3.5p would have influenced me.

Late reporting here is legal and commonplace. I don't think there is any requirement to report something that has not happened except, for example, when a formal bid is made and that would be done through an RNS with individual share transactions notified in the normal way.
Late reporting in the US though is a criminal federal offence so it follows that each individual transaction which is helping to create a larger transaction would have to be reported. The aim is that everybody knows what has happened at the same time. I don't think that there is any requirement to report transactions that are ordered but unfulfilled until they occur. The Americans have clearly experienced market manipulation and making it a federal offence makes the game not worth the candle.

Can any trade over Normal Market Size be announced later and reporting of a transaction only needs to be announced when completed? for instance buying 15m Bird shares over a period of 3 months.if you wanted 15 million shares and had to do it as loads of transaction at NMS so they were reported, that would be crazy. On the other hand it would be near impossible to buy 15m shares in a single transaction and then reported, accumulating in bulk over time seems necessary if stock is tightly held.

It's the delay in publication that creates a false market not the transaction itself. For example, if you were unaware that somebody had sold 15m BIRD shares you might well buy some at a higher price than you would have paid if you had that knowledge. Federal crimes in the US as we have learned recently carry not just the risk of prison but may deprive you of your voting rights, employment in certain occupations and the right to have a firearm. FPOTUS is currently under investigation for not surrendering a 3rd weapon which he had in Florida and failed to surrender like he did the 2 in New York state.

Our London Stock Exchange has consistently refused to remedy this defect in its rules.

So what appears to be common on AIM gets you an orange suit in the US.
